The player in this tell is by nature conservative about money.  It's possible that he doesn't have much money in his wallet and is embarrassed to show it.  Maybe he has a lot of money in his wallet and doesn't want anyone to see it.  The general truth is that he simply isn't a flashy player.

This is exactly the opposite of the "Hurry, I Want to Gamble!" tell.  When you see a player hiding his bankroll, there's a very good chance he'll play conservatively.  Usually he won't even lift his wallet above the table to buy chips.  He'll guard it in his lap.

Call him less; bluff him more.
